Oddly, if like most baggers the furthest you sensibly go is to press your nose up against the transmitter compound outer fence on the S side you have indeed reached the high point of Torbay U/A, for if you look closely at OS mapping you will notice the Torbay UA boundary does not actually cross the summit but follows the curve of the transmitter fence around the compound fence on is S side. Of course without risking life and limb scaling the fence most will claim a default bag of the Hump summit as well which technically lies a few metres out of reach in Devon. A 1st world problem. Also possibly facing a 1st world problem if you are here on a wet and wild day, are any locals trying to watch the multiple freeview channels transmitted from here, as there is a chance despite modern technology the weather may be making their picture fuzzy or pixilated.
